Garlic sells in small counts and is bought almost entirely on how the bulbs look. That makes the pack's job narrow and specific: hold three or four pieces without pressing into the papery skin, keep them visible, and leave room for origin and variety.
It is also a category where the retailer's packaging commitments show up early, because the counts are small enough that a paper-forward or compostable pack does not add much cost per unit.

What packaging is used for garlic?

Is there a compostable option for garlic?
Memory net is compostable and is one of the most common garlic formats we run.
Why not just use a poly bag for garlic?
Garlic needs to breathe and it needs to be seen. Solid poly does neither well, and moisture trapped against the papery skin is what starts it deteriorating.
